FOREIGN MODELS OF THE SOCIAL MECHANISM OF PUBLIC ADMINISTRATION OF LABOR POTENTIAL DEVELOPMENT
Abstract
The article considers the problems of theoretical and applied aspects of the functioning of the social and labor sphere in the conditions of modern socio-economic transformations. A comprehensive analysis of foreign models of ensuring decent work at all levels of management of labor potential development is carried out, and the need to adapt the best world practices to Ukrainian realities is substantiated, taking into account national characteristics. It is determined that foreign models of the social mechanism of public management of labor potential development are based on an effective combination of state regulatory instruments, market mechanisms and social partnership institutions. Such models are aimed at improving the quality of the workforce, ensuring labor market flexibility, stimulating employment and proper social protection of workers. It is proven that foreign experience confirms the effectiveness of the transition from traditional social security to the concept of social investment, within which the development of labor potential is considered as a key factor in ensuring sustainable economic growth. It is emphasized that Ukraine has chosen a strategic course for integration into the European Union, which is defined as a key priority of both foreign and domestic state policy, entailing profound institutional and socio-economic transformations. The implementation of the provisions of the Association Agreement between Ukraine and the EU involves not only the adaptation of national legislation to the norms of EU law, but also the implementation of European social standards in the process of forming and developing labor potential. In this regard, the study of foreign experience in the formation and development of labor policy, as well as mechanisms and instruments of public administration in developed and transitional European countries, with the aim of their further implementation in Ukraine, is of particular relevance.
