STRATEGIC CHALLENGES FOR THE PUBLIC ADMINISTRATION SYSTEM IN THE POST-WAR RECONSTRUCTION OF UKRAINE
Abstract
The key components of the effectiveness of post-war reconstruction and further socio-economic evolution are systematized, among which economic, institutional and socio-humanitarian are highlighted. Initiatives aimed at forming perspective plans for post-war reconstruction of Ukraine are studied, in particular, those that were presented at international events in Lugano and Berlin. One of the defining challenges of post-war reconstruction is characterized as the aggravation of the demographic crisis, which is determined by intensive migration flows and is accompanied by a complex of negative socio-cultural and socio-economic consequences. The migration impact and deepening of demographic disintegration are noted as a provocateur of systemic volatility in the labor market and a decrease in labor resource potential. The need to form a substantiated concept of socio-economic development with a strategic emphasis on endogenous determinants of human capital is identified. The state investment strategy is identified as a key vector for regulating socio-economic dynamics in the context of the structural transformation of social production, intensification of scientific and technological development and adaptation to global challenges. Priority sectoral vectors of post-war investment are described and proposals for institutional modernization of the investment environment are presented, which are based on the priority system of territorial restoration and assessment of the economic potential of regions. Key structural components of strategic innovative development are outlined for the qualitative transformation of management and technological processes, as well as increasing the level of competitiveness of the national economy in the conditions of dynamic changes in the global market. The critical importance of implementing the conceptual principles of Industry 4.0 as an important element of the architecture of post-war restoration of the economy of Ukraine, forming the prerequisites for scaling investment processes and ensuring the long-term sustainability of the national economic system is identified. The priority of creating a system for monitoring the implementation of restoration programs for the operational adaptation of strategic priorities is fixed.
