INSTITUTIONAL RESILIENCE OF LOCAL GOVERNMENTS UNDER WARTIME CONDITIONS: ADAPTIVE GOVERNANCE AND RECOVERY MECHANISMS

Abstract

The article examines the institutional resilience of local self-government bodies under martial law as a complex characteristic of the public administration system, combining the ability to maintain functional capacity, adapt to crisis challenges, and ensure the recovery of territorial communities. It is emphasized that under current conditions institutional resilience acquires a dynamic nature and is understood as a process of continuous transformation of governance practices aimed at maintaining stability and ensuring development.

The study generalizes scientific approaches to understanding institutional resilience, adaptive governance, and post-crisis recovery, which makes it possible to identify the key components of ensuring the resilience of local self-government bodies. It is established that their effectiveness under martial law depends on the ability to implement interconnected governance mechanisms, among which digitalization of management processes, development of polycentric governance models, cross-sectoral interaction, strategic planning, and crisis response instruments are of particular importance.

The international experience of ensuring institutional resilience is analyzed, confirming the effectiveness of integrated governance approaches that combine centralized coordination with decentralized implementation of decisions while taking into account local specifics. It is substantiated that the recovery of territorial communities should be considered as an integral component of institutional resilience, implemented through the application of a project-based approach, effective financial resource management, attraction of international assistance, and the development of long-term strategies.

The necessity of a comprehensive combination of adaptation and recovery mechanisms as a basis for strengthening the resilience of local self-government bodies is substantiated. The results obtained can be used to improve the public administration system, enhance the effectiveness of governance decisions, and ensure sustainable development of territorial communities under wartime and post-war transformations.
