THE ROLE OF RECOMMENDATION SYSTEMS IN THE FORMATION OF DEVELOPMENT STRATEGIES FOR TERRITORIAL COMMUNITIES
Abstract
The article is devoted to the study of the role of recommendation systems (RS) in the formation and optimization of development strategies of territorial communities (TC) in the conditions of decentralization, digitalization and increasing complexity of management processes. The relevance of the use of innovative digital technologies, in particular artificial intelligence (AI), machine learning (ML) and big data analytics, as tools for increasing the efficiency of strategic planning, the validity of management decisions and the involvement of citizens in the local governance process is substantiated. It is determined that in conditions of rapid socio-economic changes, local governments need modern analytical solutions capable of providing a timely response to the needs of the community and changes in the external environment. The principles of functioning of recommendation systems are analyzed, which allow processing large data sets, identifying hidden patterns, forming relevant recommendations and predicting promising development trends. It was found that (RS) can integrate data from various sources, including statistical databases, electronic platforms for interaction with residents, budget indicators and quality of life indicators. The key advantages of using RS in the strategic management of TGs are identified: reducing the risks of subjectivity, increasing transparency and accountability to the community, as well as substantiating decisions based on objective analytics. International examples of the application of recommendatory approaches in the field of public management are given, in particular the experience of Barcelona, where digital solutions are used to optimize city services and improve the quality of management. The challenges of implementation (technical, financial, personnel) and ways to overcome them through the use of cloud technologies and state support are investigated. It is concluded that recommendatory systems are an integral tool of modern strategic management, contributing to the transformation of TGs into dynamic and adaptive communities.
