PROBLEMS AND OPPORTUNITIES OF PUBLIC MANAGEMENT IN THE SPHERE OF HEALTH CARE: A PRACTICAL DIMENSION
Abstract
The article is devoted to the analysis of the problems and opportunities of public administration in the healthcare sector of Ukraine with an emphasis on the practical dimension of the implementation of management decisions. The role of public administration in ensuring the accessibility and quality of medical services is considered, and a key gap between declared policies and their implementation at the level of medical institutions is identified. Based on the analysis of modern scientific research and regulatory documents, the main approaches to managing the healthcare system are identified, including financial mechanisms, digitalization and decentralization. Particular attention is paid to the impact of reforms, European integration processes and crisis challenges on the functioning of the healthcare system.
The article emphasizes that the effectiveness of public administration largely depends on its ability to take into account the real conditions of medical practice. Based on the practical experience of a doctor, key challenges are analyzed, in particular, overload of medical workers, administrative pressure, uneven access to services and limited resources. It is determined that existing management mechanisms do not always correspond to clinical reality, which negatively affects the quality of medical care.
The main directions of improving public administration are outlined, among which the key is to strengthen the role of practical experience of medical professionals in the process of policy formation, which allows to increase their realism and effectiveness.
Special attention is paid to increasing the autonomy of health care institutions, which creates opportunities for more flexible resource management, adaptation to local needs and increasing the efficiency of activities at the level of specific medical institutions. The feasibility of transitioning to more flexible, adaptive and practice-oriented models of public administration is emphasized, which are able to promptly respond to changes, take into account the real conditions of the system's functioning and ensure a balance between management requirements and the needs of patients and medical professionals.
