INSTITUTIONAL POLICY OF AN EDUCATIONAL INSTITUTION AS A TOOL FOR IMPLEMENTING STATE EDUCATIONAL REFORMS
Abstract
The article reveals the essence of the institutional policy of an educational institution as a tool for implementing state educational reforms. It has been established that the effectiveness of the implementation of state educational policy largely depends on the content, systematicity, and consistency of institutional policies with legislative requirements and the development strategy of the educational institution. It has been determined that the formation of internal policies is due to the need to adapt state strategies and reforms to the specific conditions of the educational institution's activities, the characteristics of the educational environment, human resources potential, and the needs of education seekers. It is through the development and implementation of such policies that national educational priorities are transformed into specific management practices.
It is noted that the internal policies of an educational institution are a set of regulatory, managerial and organizational documents that define the principles, rules and procedures of the educational institution's activities, and they are based on the strategic goals of the development of the educational institution, the regulatory and legal principles of the functioning of the educational system, as well as internal regulatory mechanisms aimed at ensuring the quality of education, academic integrity, effective management and innovative development of the educational environment.
It was noted that the institutional policies of general secondary education institutions in conditions of martial law and increased socio-economic instability contribute to the implementation of state priorities in the field of security of participants in the educational process, the organization of distance and blended learning, ensuring the accessibility of education for internally displaced persons, as well as supporting the psychological well-being of education seekers and teachers. At the same time, the effectiveness of such policies depends on their systematic nature, compliance with regulatory requirements, and the level of management capacity of the institution's administration.
The problems of implementing state educational policy in Ukraine, modernizing education management, and forming institutional mechanisms for ensuring the quality of education are actively studied in the works of Ukrainian scientists. A significant contribution to the study of educational policy issues, the development of education quality assurance systems, and reforming the education system was made by V. Kremen, V. Lugovyi, Zh. Talanova, and S. Kalashnikova (2022). The problems of implementing state educational policy in Ukraine, modernizing education management, and forming institutional mechanisms for ensuring the quality of education are actively studied in the works of Ukrainian scientists. A significant contribution to the study of educational policy issues, the development of education quality assurance systems, and reforming the education system was made by V. Kremen, V. Lugovyi, Zh. Talanova, and S. Kalashnikova (2022).
The issue of institutional policy of a general education institution and the implementation of reforms defined by the New Ukrainian School concept is covered in the works of L. M. Kalinina, O. I. Kasyanova, and O. I. Marmazy, which consider the mechanisms for implementing state educational reforms, building internal systems for ensuring the quality of education, and developing the institutional policy of educational institutions.
It has been proven that internal policies are an important tool for coordinating the activities of participants in the educational process, ensuring the alignment of strategic goals of state educational policy with practical mechanisms for their implementation at the level of an individual educational institution.
