TRANSFORMATION OF THE MILITARY EDUCATION SYSTEM IN THE CONDITIONS OF SECURITY CHALLENGES: THE MANAGEMENT DIMENSION

Abstract

The article examines the managerial dimension of the transformation of the military education system of Ukraine in the context of dynamic changes in the
security environment. The relevance of the study is due to the combination of open military aggression against Ukraine and complex hybrid threats, in particular
cyber operations, information influences, sabotage activities and psychological pressure, which significantly complicate the functioning of the security and defense
sector. Under such conditions, traditional models of military personnel training are not effective enough, which necessitates the need for systematic modernization
of military education based on a managerial approach. It is substantiated that the transformation of the military education system is a purposeful process of
structural, regulatory, substantive and institutional changes aimed at ensuring its compliance with the modern needs of the state’s defense policy. The content
of the concept of «security challenges» is revealed and their classification is carried out according to the main types: military, hybrid and cyber threats. It
is proven that the complex nature of modern threats requires the integration of managerial, organizational and educational response mechanisms, as well as the
implementation of adaptive management and risk-oriented planning. The role of state policy in the security and defense sector as a key tool for the transformation
of military education is analyzed, its strategic, regulatory, coordination, resource and evaluation functions are determined. The importance of the institutional
capacity of the educational subsystem, capable of ensuring high-quality training of military personnel in accordance with international standards and current
combat experience, is emphasized. It is argued that military education is not only an educational branch, but also an institutional mechanism for strengthening
the defense capability and resilience of the state. The conclusion is made about the need to synchronize the development of military education with defense
planning, personnel policy and strategic goals of national security, which will ensure its increased effectiveness in conditions of prolonged military and hybrid
confrontation.
