IMPLEMENTATION OF RECOMMENDER SYSTEMS AT THE LOCAL LEVELS OF SELF-GOVERNMENT IN UKRAINE

Abstract

The article explores the potential for implementing recommender systems at the local levels of self-government in Ukraine within the context of digital transformation and decentralization processes. The aim of the study is to identify the opportunities, advantages, and challenges associated with the use of such systems to enhance the efficiency of managerial decision-making, optimize resource allocation, and ensure transparency in the activities of public authorities. The methodological basis of the research includes an analysis of scientific literature, international experience in applying recommender systems in public administration, and a review of national digitalization initiatives in service delivery. The study systematizes the types of recommender systems (content-based, collaborative, and hybrid) and reveals their potential in the sphere of local governance. Particular attention is paid to practical applications – from service personalization and citizen engagement in decision-making to budget optimization and the reduction of corruption risks. Key challenges have been identified, including insufficient digitalization of local governance activities, a shortage of qualified personnel, limited funding, and concerns regarding personal data protection. The article emphasizes that effective implementation of recommender systems requires a comprehensive approach that integrates technical solutions, legal safeguards, and active citizen participation. The practical significance of the study lies in the development of recommendations for the design and implementation of innovative local governance tools aimed at improving transparency, trust in public authorities, and the quality of interaction between citizens and local self-government institutions.
