PUBLIC-ADMINISTRATIVE DIMENSION OF STRATEGIC PLANNING OF TERRITORIAL DEVELOPMENT IN CONDITIONS OF DECENTRALIZATION

Abstract

The article provides a comprehensive analysis of the problem of strategic planning for the development of territories in the context of decentralization. In general, the concept of strategic planning reflects the need for adequate use of public administration resources to regulate social processes. In relation to public administration, strategic planning should be interpreted primarily as a mechanism for achieving strategic goals determined by state authorities and local self-government bodies through the organization of the use of available resources on the basis of state policy. Strategic planning for territorial development should be characterized as a process that determines the sequence of actions for the development and implementation of a country’s development strategy at the level of territorial associations of various levels. The development and implementation of innovative territorial development projects is one of the main directions of the formation of a decentralized management model in our country. In the management of territorial development, strategic planning in the context of decentralization determines the mechanisms and methods of using resources to implement the state strategy of management reforms. Strategic planning for territorial development should be considered not simply as a management function, but as a system of institutions, mechanisms and tools of public administration. The desire to achieve balanced territorial development in the process of decentralization and its coordination with general trends of innovation stimulates local and regional government bodies to increasingly use strategic planning. The content of strategic planning for the development of territories in the context of the process of decentralization of power is defined as the selection of goals, priorities, and indicators of this development within the framework of a single state strategy for the development of regions and local communities, which ensures the effectiveness of the public administration system at the appropriate level.
