MECHANISMS OF OPENNESS OF PUBLIC ADMINISTRATION IN THE CULTURAL SPHERE

Abstract

In today's context of public administration transformation, the issue of openness and transparency of government activities, including in the field of culture, is of particular importance. Cultural policy performs an important function of forming social capital, national identity, strengthening civic unity and enhancing the international authority of the state. However, despite the strategic role of this sphere, public administration mechanisms do not always meet the requirements of openness, accountability and effective interaction with stakeholders. The relevance of the study is stipulated by the need to overcome the fragmentation of management processes, to overcome distrust of public institutions and to form new management models focused on innovation, democracy and partnership. The purpose of the article is to theoretically substantiate the mechanisms of openness of public administration in the field of culture, as well as to identify institutional and practical tools that contribute to increasing transparency, accountability and efficiency of management decision-making. The study solved a number of tasks, namely, analyzed scientific approaches to defining the essence of openness in public administration; characterized the current state of mechanisms for ensuring transparency in Ukraine's cultural policy; identified barriers and risks associated with insufficient openness of institutions; summarized international experience and outlined areas for its adaptation in the national context; and highlighted practices that contribute to the formation of an effective accountability system in the field of culture. The article proposes a model of open governance based on e-democracy tools, public monitoring, digital transformation, and participatory planning. It is substantiated that the introduction of open approaches in the field of cultural policy not only improves the quality of management decisions, but also stimulates the development of creative industries, reduces corruption risks and strengthens social trust in public authorities.
