1. General provisions

1.1. The Regulations govern the procedure for creating, registering and terminating the publication of a printed medium  -   scientific publication "Visnyk of Dnipro Academy of Continuing Education", Series "Philosophy". Pedagogy".

All terms and definitions of this Regulation are used in accordance with the laws of Ukraine "On Publishing", "On the print media (press) in Ukraine", DSTU 3017: 2015. Information and documentation. Edition. The main types. Terms and definitions.

1.2. A printed medium - scientific publication "Visnyk of Dnipro Academy of Continuing Education" (hereinafter - the periodical) - a publication of the same type, combined with a common idea (series), target or reader purpose, published under the general title twice a year (once every six months) or one or more volumes (issues) during the year on the basis of the Certificate of State Registration of Mass Media (hereinafter - the Certificate), the founder of which is the Municipal Institution of Higher Education "Dnipro Academy of Continuing Education" of the Dnipropetrovsk Regional Council.

1.3. A printed medium - scientific publication "Visnyk of Dnipro Academy of Continuing Education" is published simultaneously in printed and electronic form.

1.4. The electronic version of a printed medium -  scientific publication "Visnyk of Dnipro Academy of Continuing Education" is published, which provides free and unhindered access to articles immediately after the publication of the printed version.

1.5. The decision to establish (discontinue) each periodical issue is approved at a meeting of the Publishing Council and approved by the Academic Council of Dnipro Academy of Continuing Education of the Dnipropetrovsk Regional Council.

1.6. Each issue of the periodical is approved for publication by the Publishing Council of the Academy, and which raises the issue of approval for printing before the Academic Council of the Academy, as well as reorganization or termination of the publication.

1.7. The volume of issue (circulation) and financing of the periodical are determined by the Publishing Council with a corresponding request to the Academic Council of the Academy for a decision.

1.8. The issue of the publication must contain initial data in accordance with the Law of Ukraine "On Publishing".

1.9. Publications must be made freely available as a separate sub-site on the Academy's website and / or in the institutional repository of the periodical.

1.10. The electronic version of the publication is also transferred to the V. Vernadsky National Library of Ukraine for posting on the portal "Scientific Periodicals of Ukraine".

2. The procedure for creating, reorganizing and terminating the issue of the periodical

2.1. The decision to create, reorganize, terminate the publication (or a separate thematic collection of scientific papers) is made by the Academic Council of the Municipal Institution of Higher Education "Dnipro Academy of Continuing Education" of the Dnipropetrovsk Regional Council at the request of the Chairman of the Publishing Council of the Academy.

2.2. If the structural unit of the municipal institution of the Municipal Institution of Higher Education "Dnipro Academy of Continuing Education" of the Dnipropetrovsk Regional Council initiates the creation of a new periodical, it submits an application - justification to the head of the Publishing Council of the Academy. The application determines the name (Ukrainian and English) volume and frequency, sources of funding, conditions and territory of distribution in accordance with current legislation, thematic direction, concept of publication and editorial policy, editor-in-chief, the editorial board staff, responsible and technical secretaries, distribution of responsibilities among the editorial board members.

2.3. The Publishing Council of the Academy, at the proposal of the Chairman of the Publishing Council, considers the application - justification in accordance with its schedule of meetings.

2.4. Grounds for the creation of a printed medium - scientific publication:

2.4.1. Compliance with the requirements of the Procedure for the formation of professional publications of the Ministry of Education and Science of Ukraine, as well as international criteria for peer-reviewed scientific journals, in particular:

- an editorial board was formed with defined responsibilities;

- compliance with the requirements for the powers of the Editor-in-Chief (see Appendix 1) and the Executive Secretary;

- substantiated the concept of functioning and development of the publication, determined thematic focus;

- mandatory review of publications;

- editorial policy on ethics, openness, etc. developed for a list of standard policies (see Appendix 2).

2.4.2. Approved research topic of the department / educational-scientific institute, etc., which prepares the issue for publication.

2.4.3. Licensed specialties for PhD (graduate students), doctoral students.

2.4.4. Availability of web page, DOI.

2.5. Students of the editorial board report to the Publishing Council by 1st December of the current year on the issue and preparation of the publication, fulfillment of responsibilities assigned to the editorial board, which is a prerequisite for supporting the publication of the Academy for next year.

3. Registration of the publication

3.1. Registration of a printed medium - scientific publication is carried out in accordance with the procedure established by the Law of Ukraine "On Printed Media in Ukraine".

3.2. Preparation and submission of documents to the state registration body is carried out by the Publishing Council within one month from the date of the decision of the Academic Council of the Academy to create a publication on the proposal of the chairman of the relevant editorial board.

3.3. ISSN registration for newly created journals and / or their re-registration is carried out by the editor-in-chief of the journal and the Publishing Council.

3.4. Formation of a set of documents and its submission for inclusion of a printed medium - scientific publication in the "List of professional publications ..." and / or "List of electronic scientific professional publications of Ukraine ..." MES of Ukraine is carried out by the editorial board within a month since the adoption by the Academic Council at the request of the Publishing Council of the Academy.

3.5. Registration of a printed medium - a scientific publication in domestic and international directories of journals, bibliographic and / or full-text databases is carried out by the regional scientific library and information center of the Academy together with the editorial board of the publication.

4. Editor-in-Chief

4.1. The editor-in-chief of the printed information medium, approved by the order of the rector of the Academy, on the recommendation of the Academic Council of the Academy from among the candidates proposed by the Publishing Council, heads the editorial board of the periodical and makes the final decision on the publishing each issue by putting a resolution “For printing” and reports to the Publishing Council and the Academic Council.

4.2. Editor-in-Chief of the periodical:

4.2.1. Is responsible for the content of the periodical, its scientific level, compliance with certain topics, compliance with editorial policy, implementation of current legislation of Ukraine on the activities of the print media - scientific publications and regulations of the Academy (preparation of materials in accordance with the requirements for manuscripts, keeping to the schedule of publications for the current year, etc.).

4.2.2. Promotes the involvement in the activities of periodicals of leading scientists in a particular field, improving its scientific level.

4.2.3. Makes proposals on the staff of the editorial board of the publication, including deputy editors, Executive and Technical (if necessary) Secretaries, provides the Publishing Council of the Academy with documentary consent of the proposed candidates for work in the editorial board.

4.2.4. Organizes the work of the editorial board of the publication, recording decisions in the protocols of meetings; provides the Publishing Council with changes in the editorial board and extracts from the protocols of meetings on the approval for publication of collections; reports on the preparation of the issue; submits a request for the preparation of the next issue indicating the approximate date of submission to the editorial board.

4.2.5. Provides presentation of all articles of the publication on the website of the academy and the website of the publication.

4.2.6. Is responsible for compliance with the Law of Ukraine "On Copyright and Related Rights", signs and maintains copyright agreements with the authors of the issue.

4.2.7. Takes care of entering the publication in the "List of scientific professional publications of Ukraine" by the decision of the Ministry of Education and Science of Ukraine, scientometric databases of Ukraine and other countries.

4.2.8. Develops and submits for approval to the Publishing Council of the Academy editorial policy, concept of the publication and other documents important for the functioning of a quality scientific publication, having previously considered and discussed them at a meeting of the editorial board.

4.2.9. Performs other powers provided for in Appendix 1 to the Regulations on the printed medium - the scientific publication "Visnyk of Dnipro Academy of Continuing Education".

4.3. The editor-in-chief of the periodical may be changed on the basis of the proposal of the Publishing Council and the recommendation of the Academic Council by the relevant order of the Rector of the Academy.

5. Editorial board of the publication

5.1. The editorial board of the periodical, headed by the editor-in-chief, carries out the general scientific and organizational management of the publication and makes the final decision on acceptance for publication or rejection of the submitted materials, provides them with scientific review.

5.2. The Editorial Board and the Editor-in-Chief of the periodical are responsible for the proper scientific level, ensuring review of submitted materials, quality content of the editorial portfolio, compliance with the Schedule and Requirements for manuscripts, compliance with the Certificate of State Registration of Regulations and normative documents in this area.

5.3. The composition of the editorial board of the periodical on the basis of the proposal of the editor-in-chief is approved by the Publishing Council and approved by the Academic Council of the Academy.

5.4. The Executive Secretary is elected from among the members of the editorial board for a certain term and must have a degree - Doctor of Philosophy or Candidate of Science.

5.5. The compiler of the issue must have a doctorate; he/she is elected from among the members of the editorial board by open voting at a meeting of the editorial board.

5.6. The Editorial Board has the right to involve or to elect the Technical Secretary from among its members.

5.7. The consent of the members of the editorial board to participate in the work of the editorial board is maintained during the existence of the periodical by the Executive Secretary of the editorial board.

5.8. The decision of the editorial board is drawn up in the protocols signed by the chairman of the meeting and the Executive Secretary.

6. Editorial and publishing training

6.1. The Regional Scientific Library and Information Center of the Academy (hereinafter - SLIC) takes care of the printing preparation of the manuscripts submitted and approved for publication by the relevant resolution of the Publishing Council and the Academic Council of the Academy.

6.2. In its work the SLIC is guided by the current legislation, state standards in the publishing industry, normative documents on the publishing policy of the Academy, approved at the meeting of the Publishing and Academic Council of the Academy editorial policy of periodicals, etc.

6.3. Controls the observance of the Schedule of submission and execution of manuscripts, analyzes their compliance with the Requirements for manuscripts and other normative documents, reports on the results of the work to the Publishing Council of the Academy. Adheres to all stages of preparation for the publication of the manuscript, cares about the quality and timeliness of printing.

6.4. The SLIC keeps the submitted manuscripts for a year.

7. Powers of the founder and publisher of the publication:

7.1. Municipal Institution of Higher Education "Dnipro Academy of Continuing Education" of the Dnipropetrovsk Regional Council performs as the founder and publisher of the periodical and it:

7.1.1. Determines the quantitative and professional staff of the SLIC, taking into account the volume of work and the number of publications.

7.1.2. Provides material and technical support to the SLIC, controls the implementation of editorial and production processes.

7.1.3. Provides conditions for printing a periodical, including those related to the publication on the Internet.

7.1.4. Organizes work on dissemination of information and distribution of the printed version of the publication in the main scientific libraries of Ukraine and mandatory addresses in accordance with the Law of Ukraine "On Publishing", Resolution of the Cabinet of Ministers of Ukraine dated 10.05.2002 № 608 “About the order of delivery of obligatory copies of documents”; sale of the printed version of the publication.

7.2. The Academy, represented by the editor-in-chief of the publication, acting on the basis of the order of the Rector of the Academy, enters into an author's agreement with all authors of materials accepted for publication and preserves these documents during the publication.

7.3. The Academy as an institution-publisher is the owner of the property and copyright of the compiled and prepared by SLIC printed work which is a periodical of KZVO "DANO" DOR.

7.4. The Academy may attract funds from individuals and legal entities, state and foreign organizations in accordance with the procedure established by law to finance the printing, distribution and advertising of periodicals.
