FUNCTIONING OF PUBLIC ADMINISTRATION MECHANISMS IN THE PROCESS OF MANNING THE ARMED FORCES OF UKRAINE

Abstract

The article provides a comprehensive analysis of domestic and foreign theoretical and practical developments on the development of professional competencies of civil servants, as well as the organization of an effective system of personnel support for the civil service in conditions of deep transformations and increased threats to national security. Modern trends in the field of public administration are studied, which necessitate a review of approaches to the formation of the personnel potential of the public service, taking into account the needs of adaptation to crisis situations, in particular, armed aggression of the Russian Federation. The concept of «competence» is substantiated as a multidimensional category that combines professional knowledge, management skills, value orientations and the ability to effectively operate in conditions of increased responsibility. The content of the key concepts of the problem of personnel support for the civil service is revealed, especially in the context of martial law, when the speed of response, flexibility of management decisions and the ability to adapt to dynamic challenges become determining factors. The basic elements of the communication process in the public administration system during emergency circumstances are highlighted, the importance of establishing effective internal and external communication, information transparency, operational data exchange and maintaining a high level of trust in government institutions is emphasized. An analysis of the organizational and legal aspects of the formation of human resources potential is carried out, including issues of regulatory regulation, professional training, advanced training, certification and rotation of personnel in wartime conditions. It is established that effective staffing of the civil service system is a critically important factor in ensuring the integrity of public administration, the sustainable functioning of state institutions, the protection of sovereignty and national interests of Ukraine. The implementation of flexible human resources management models that take into account both the strategic goals of the state and operational needs during periods of emergency threats is of particular relevance. An author’s model of the organization of the civil service personnel system is proposed, which is based on the principles of adaptability, a competency-based approach, and value orientation, and also takes into account the specifics of the challenges generated by martial law, the need for rapid response and updating approaches to personnel policy within the dynamic security environment.
