STATE REGULATION OF EXTRACURRICULAR EDUCATION: MODERN CHALLENGES AND PROSPECTS

Abstract

In the article, the authors conducted a comprehensive analysis of the current regulatory framework and scientific sources devoted to the definition of key concepts: «public administration», «out-of-school education», «partnership», «strategy». The conducted research made it possible to identify the features that shape modern priorities in the field of out-of-school education and characterize its main components as an element of an open educational environment. Such an environment involves the establishment of effective communication and interaction between all social and educational entities without barriers or administrative restrictions. The authors paid special attention to the analysis of the Strategy for the Development of Out-of-School Education in Ukraine, which is an important strategic planning document in the field of public education management. It was established that a promising direction of development is to strengthen the regulatory powers of central executive authorities in the field of education, which should ensure consistency of actions between different levels of government and improve the quality of educational services. The paper reveals the regulatory, organizational and financial aspects of the functioning of extracurricular education, which is the basis for the formation of effective state policy in this area. Specific recommendations are proposed for its improvement, in particular through integration into the European educational space, orientation on a competency-based approach and modernization of the professional development of teachers. The need to increase the level of emotional stability of specialists is substantiated and an algorithm for overcoming professional challenges is proposed. The authors also focus on the current challenges facing the extracurricular education system in Ukraine and analyze the factors that caused them. The importance of finding innovative approaches to public management of extracurricular education by both state bodies and local governments is emphasized, which should contribute to an effective response to the needs of modern society.
